3 UN employees killed in Afghan bombing (AP)

KANDAHAR, Afghanistan ? The United Nations' refugee agency says three of its employees are among the five people killed in a suicide bombing in the southern Afghan city of Kandahar.

The UNCHR says in a statement that two others were also wounded in the attack early Monday.

Afghan provincial police chief Abdul Razzaq says a suicide bomber drove an explosive-laden pickup truck into a checkpoint near a compound housing U.N. and international aid groups. Three other insurgents then rushed into the compound, sparking an hours-long gun battle with security forces.

All three of the attackers were killed.

KANDAHAR, Afghanistan (AP) ? A suicide bomber slammed a pickup truck packed with explosives into a checkpoint in a neighborhood housing U.N. and international aid group offices in the southern city of Kandahar on Monday, killing four people including the district police chief, Afghan officials said.

Immediately after the blast, three insurgents rushed into the neighborhood and seized control of at least one building, sparking a gunbattle with Afghan and NATO forces, Kandahar police chief Gen. Abdul Razzaq said. The firefight lasted more than two hours before the militants were shot dead.

The combined bombing and assault was the second major attack in three days to target foreigners or NATO troops in the country, and spotlighted the insurgents' ability to continue to carry out major attacks despite a 10-year NATO campaign against them. The U.S.-led coalition is gradually handing over security responsibilities to its Afghan counterparts and plans to withdraw its combat forces by the end of 2014.

"Despite the insurgency's failures this past year, it remains capable and, enabled by safe havens in Pakistan, continues to contest (Afghan and NATO) progress in some parts of the country," German Brig Gen. Carsten Jacobson, a coalition spokesman in Afghanistan told reporters in Kabul.

But Jacobson also said the coalition and its Afghan partners had made significant gains against the Taliban and that incidents such as the bombing in Kandahar were not indicative of the insurgents strengthening their reach.

"It is not to gain a military victory, it is to gain media" attention he said.

Immediately after the early morning blast, the gunmen seized control of an animal clinic near the office of the International Relief and Development organization, said provincial police spokesman Ghorzang, who like many Afghans goes by one name.

The blast caused extensive damage to the offices of the U.N.'s refugee agency, the UNHCR. Associated Press video footage showed large chunks of the building's outer walls blown out, as well as the windows while the interior was in shambles. The street around the building was strewn with rubble.

The insurgents then managed to enter the IRD's office through the UNHCR building, Ghorzang said.

The Taliban, for whom Kandahar is a traditional stronghold, claimed responsibility for the attack. Spokesman Qari Yousef said the insurgents were targeting what he claimed was a guest house affiliated with the United Nations Assistance Mission in Afghanistan.

The UNAMA does not operate a guest house in the area. However, the clinic and IRD offices entered by the attackers are near guest houses affiliated with both the IRD and the UNHCR. The area is also home to several other international NGO offices and guest houses.

Razzaq, the provincial police chief, said that three civilians and the district police chief, Abdul Aziz Khan, were killed and four people wounded.

UNAMA spokesman Dan McNortan said all of the agency's staff, both Afghan and foreign, was accounted for.

The attack comes two days after the Taliban launched a brazen midday suicide bombing in Kabul, striking a NATO convoy on Saturday and killing 17 people, including five NATO service members, one Canadian soldier and eight civilian contractors.

Study explains paradox of insulin resistance genetics

Obesity and insulin resistance are almost inevitably associated with increases in lipid accumulation in the liver, a serious disease that can deteriorate to hepatitis and liver failure. A real paradox in understanding insulin resistance is figuring out why insulin-resistant livers make more fat. Insulin resistance occurs when the body does a poor job of lowering blood sugars.

The signals to make lipid after a meal come from hormones - most notably insulin - and the direct effect of nutrients on the liver. In a recent issue of Cell Metabolism, Morris Birnbaum, MD, PhD, professor of Medicine at the Perelman School of Medicine, University of Pennsylvania, describes the pathway that insulin uses to change the levels of gene expression that control lipid metabolism. Birnbaum is also associate director of the Institute of Diabetes, Obesity, and Metabolism at Penn.

Since insulin normally stimulates fat synthesis in the liver, the expectation is that an insulin-resistant liver would not be able to make lipid. Insulin normally shuts off glucose output and during insulin resistance output is too high. This contributes to the high blood sugar of diabetes. In order to treat the lipid accumulation as well as the glucose abnormalities in type 2 diabetes, it is important to understand the pathways that regulate lipid metabolism.

Researchers have suggested that two transcription factors, proteins called FoxA2 and FoxO1, act downstream of, and are negatively regulated by, an enzyme stimulated by insulin called kinase Akt/PKB. Birnbaum had previously shown that this kinase is required for lipid accumulation in the liver. This system is proposed by researchers as a key determinant of liver triglyceride content, one indicator of increased lipids.

In the current study, the team used a technique of introducing mutations into specific genes to show that having these transcriptions factors turned on all the time cannot account for the protection from lipid accumulation in the liver afforded by deleting Akt2 in the liver.

The researchers showed that the major downstream path that insulin uses to regulate these genes converges with the pathways that the body uses to metabolize nutrients. In addition, another arm of insulin signaling (which is probably independent of the nutrient pathway) is also required for the increase in lipid metabolism. Another downstream target turned on by Akt, the mTORC1 protein complex, is required for the body to make lipid. Having multiple pathways is probably a way that the liver makes sure that lipid synthesis is activated only when there is an increase in nutrients and there is a signal from insulin, surmise the researchers.

"Since a therapeutic goal is to prevent this lipid accumulation, any time we identify a novel pathway it raises the hope that there is a previously unknown target out there for a new type of drug," concludes Birnbaum.

Vallejo Man Spends Nine Hours Stuck In Swing

It's not always easy to accept that you've outgrown a favorite childhood past-time. Just take it from the guy who got himself stuck in a children's swing set.

A 21-year-old man in Vallejo, Calif., spent nine hours immobilized by the kid's toy after a few friends bet him $100 that he would not fit inside, the Vallejo Times-Herald reports.

A groundskeeper discovered the man -- whose identity presumably remains anonymous to spare him further embarrassment -- screaming and swaying inside the swing around 6 a.m. Saturday morning upon arriving at the park for work. Unable to free himself, the man explained he had been in the small seat since 9 p.m. Friday night, around the time he lubed himself with laundry detergent in order to fit inside the swing and win the bet with his friends.

Those so-called "friends" literally left their buddy hanging overnight.

After the groundskeeper called authorities, the Vallejo fire department removed the swing from the structure and transported the man -- still inside the toy -- to Kaiser Permanente Vallejo Medical Center. Once they arrived at the hospital, firefighters used cast cutters to remove the swing.

The man, who now joins the ranks of "guy who got stuck in a toilet seat during a drinking game" and "thief who spent fifteen hours in a high school air conditioning vent," sustained non-life threatening injuries. It remains unclear whether he won the bet.

Best age to buy long-term care insurance? | Bankrate.com

For many people younger than 50, long-term care insurance seems like something to defer to the future.

"Most people won't ask about long-term care insurance at 45 -- it won't be on their radar," says Rich Arzaga, a CFP, founder and CEO of Cornerstone Wealth Management in San Ramon, Calif. "They'll ask about (long-term care) at the age of 55 or 60 when their parents are going through these issues. They don't have the fear of reality until they're over 55."

Who's buying?

Industry statistics back up this trend: The 45-to-54 demographic accounts for just more than 1 in 5 long-term care policies, while those 55 to 64 make up more than half of those buying the coverage, according to a 2010 report from the American Association for Long-Term Care Insurance.

Similar to a term life insurance policy, the earlier you lock in a long-term policy, the less it will cost over the long haul, says Wendy Boglioli, a spokeswoman for Genworth Financial, a major provider of long-term care policies.

"It's not about me being 80 or 90 -- at that point, I know I'm going to need help," Boglioli says.

Buy now, save later

Cost projections from Cornerstone Wealth Management show the value of adding long-term care to your portfolio at a younger age.

A married couple at age 45, for example, would now each pay $2,444 annually for a policy with a $200-per-day benefit ($6,000 per month) that kicks in right away for home care and after 90 days at a facility from Genworth. By age 80, each person would have paid $85,540, according to Cornerstone's math.

If the couple chose to take the $2,444 and invest it at 5 percent, they would have $14,180 saved by the time they turn 50 in 2016, Cornerstone calculated.

However, if at 50 they chose to buy a similar policy as the one they opted not to get five years earlier, the annual premium would be $3,797 each, and the net cost at age 80 would increase to $99,722, including applying the $14,180 in invested funds.

At 55, the annual premium would rise to $5,579 each, and the net cost at 80 would total $107,189, including applying $32,277 in invested funds, Cornerstone found.

By 60, the premium would zoom up to $8,197 each, and the net cost at 80 would be $108,563, offset by $55,375 in invested funds.

Waiting until 60 or later also increases your risk because you won't have the coverage in place before you might need the care, Arzaga says.

The advantages of youth

Another incentive to start young with long-term care is the greater likelihood you'll qualify.

Fewer than 1 in 10 of those younger than 50 is turned down for long-term care coverage, compared to nearly 25 percent of those 60 to 69 who are rejected and 45 percent of those ages 70 to 79, according to the American Association of Long-Term Care Insurance.

"The requirements get much more stringent when you get older," says Edward Graves, associate professor of insurance at The American College in Bryn Mawr, Pa. "Any time after 60, (insurers) start tightening the window. The longer you procrastinate, the harder it is to get the coverage."

For qualifying purposes, family history doesn't matter, only your own health. But if you have a chronic condition, such as Parkinson's disease or Alzheimer's disease, you will be rejected, Boglioli says.

Neace, thinking the fight was finished, let the pressure off and Corassani popped free. Neace was mentally shot from there and got drilled by a left hook in the second that dropped him and eventually sealed the deal for his opponent.

On the tap, that wasn't ruled a tap, Corassani says he didn't tap, but then says he did.

"I've watched it maybe 100 times and I know for myself that I never tapped. Herb Dean has refereed thousands of fights and he didn't see a clear tap. Usually it's a horror scene when somebody taps from a heel hook. People start screaming and crying," wrote Corassani. "I raised my hand and tapped one time on his thigh but it wasn't one of those dramatic taps like a metal drummer. It slipped out and I just went up on him. I would be honest and say I tapped if I did."

Corassani says from there, he slipped out. Is that what happened or did Neace think the fight was over?

"[...] The other was that when he had me in a heel hook it wasn't there. It wasn't in. If you watch the video again you see my knee pop out because he slipped. He lost his grip. I was thinking 'holy shit he's got it!' I changed my mind the moment he slipped."

Corassani said it was survive and advance.

"I was almost gassed just walking into the cage. Whatever, I'm a professional and I got the job done. I had double vision the whole fight. I actually don't remember anything from that fight. I just remember two things. One is the knockdown."

Dana White bit his tongue, but admitted that no one would've complained had the fight been stopped. Dean is highly respected so he's getting a break here. One can only imagine what would've happened had Steve Mazzagatti made the same mistake.

NBA approves sale of 76ers as lockout drags on (Reuters)

(Reuters) ? The sale of the Philadelphia 76ers to a group led by Apollo Global Management co-founder Josh Harris was approved by the National Basketball Association's (NBA) board of governors, the league said on Tuesday.

Financial terms of the deal were not disclosed.

Comcast-Spectacor, led by Ed Snider, purchased the 76ers in 1996 and the team was valued at $330 million in a Forbes survey earlier this year, below the league average of $369 million.

Harris, who co-founded the private equity player in 1990, is joined in the ownership group by David Blitzer, a senior managing director of global private equity giant Blackstone Group.

"We are delighted that the NBA's Board of Governors has approved Josh Harris and David Blitzer's purchase of the 76ers," NBA Commissioner David Stern said in a statement.

"Josh and David bring vast business experience that will greatly benefit the team as it continues to grow both on and off the court."

The 76ers, who have not won an NBA championship since 1983, finished 41-41 last season and lost to the Miami Heat in the first round of the playoffs.

The approval of the sale comes as the NBA is in the midst of a lockout that began July 1 and has forced the cancellation of at least the first two weeks of the 2011-12 regular season.

Genetic Code of World's Oldest Person May Reveal Recipe for Long Life (LiveScience.com)

The 115-year-old Hendrikje van Andel-Schipper, who held the title of world's oldest human before she died in 2004, attributed her longevity to eating herring every day. But doctors had a hunch it was a little more than that. After all, everyone and their uncle eats herring in van Andel-Schipper's native country of the Netherlands.

Turns out their hunch was right. It was the herring and a group of coveted genes known to help prevent circulatory disease and Alzheimer's and Parkinson's disease. The genes likely led to van Andel-Schipper's remarkable mental clarity at such an advanced age as well as her ability to lick breast cancer . . . at age 100.

Dutch researcher Henne Holstege of the VU University Medical Center in Amsterdam presented the initial findings from an analysis of van Andel-Schipper?s genes on Oct. 14 at the annual meeting of the International Congress of Human Genetics in Montreal.

Van Andel-Schipper was robust and didn't enter a nursing home until age 105. Researchers grew intrigued by her mental acuity during her later years. Her performance in mental tests at age 113 was above average for a healthy adult between the ages of 60 and 75. Ultimately van Andel-Schipper died of stomach cancer, which is ironic because this type of cancer is rare today but was common in 1890, the year she was born.

Fortunately, van Andel-Schipper decided to donate her body to medical science when she was just a sweet, young thing at age 82, allowing researchers to look more deeply for the underlying causes of her remarkable longevity.

Upon van Andel-Schipper's death, an autopsy of her brain showed no signs of even minor dementia, previously thought to be inevitable for the elderly. Doctors also found no sign of plaque in her arteries. While it is true that van Andel-Schipper's favorite fish, herring, contains heart-healthy omega-3 fatty acids, doctors had never seen such a pristine vascular system in the elderly. Key to living past 100

Holstege and her Dutch and American colleagues are only in the initial stages of van Andel-Schipper's genome analysis, and no results have been published. Doctors hope that a better understanding of longevity genes can lead to medicines that can suppress the genes that cause disease and activate the genes that promote long life.

The late van Andel-Schipper is unique in that she was among the fewer than 30 people in modern times known to live longer than 115 years; and she is also one of only a few hundred people (so far) to have their complete genome analyzed.

Maybe being the world's oldest person isn't the best goal in life. The title usually is short-lived, with some sinister senior in a rocking chair out to take your title away. But at least you know to get there you don't have to eat herring every day. All you need is that magic combination of genes, distributed to roughly 1 in a billion people.

There?s a clear double-standard on how drugs are handled in this country, but there seems to be one unifying principle: if they government can somehow make a profit, it?s a-okay as far as the law goes. Nonetheless, substance abuse and addiction rages at full force on both sides of the law, and feigning an injury is a much less risky way to acquire an opiate than to cross the border and smuggle a plastic-wrapped portion of suspicious black goop. Addiction is good business for all involved. Here are ten of the leading example of those which the law doesn?t frown upon (mostly because it has no feeling left in its face). For some, enough to make a handsome profit, it?s not enough to watch a movie and leave the stars onscreen. No, they need to see these people hunted down and in intimate, compromising settings that would be grounds for an assault charge in any other circumstance ? an invasion of privacy that nobody deserves. Sure reality stars present a kind of voyeurism in their professions that makes privacy invasion a given, but for any artist who create their work in isolated, public arenas and seek not to take their work home with them, there becomes a fine line between celebrity reporter and peeping tom.

No Christian activist stands a chance at taking down this invincible Goliath.

Legal steadily since the twenties, when the government had the crazy idea to ban this braincell-shedding national pastime and deny itself unruly profits, booze is as potentially dangerous as it is ubiquitous. At any public setting (even Starbucks is getting in on the rocket), alcohol is usually available for purchase and without much restraint so much as the register keeps chiming (and as long as a designated vehicular man-saver is selected). While it seems unfair that its proven hazards outweigh those of marijuana and still maintains the legal status the plant does not, we won?t soon have a profitable poison at quite the summit which liquor has found itself. Budweiser will be forever both the king of beers and the king of the drug hill.

Most prescription drugs, after all, are just synthetic alternates to what unrefined, impure substances flow through the streets without requiring an RX slip. (Oxycontin is content-wise no different from heroine and consequently is just as addictive, abused as the poppy-based original.) And with new disorders, diseases, and conditions fabricated on a daily basis, there will always be a demand to meet the raid-proof supply.

Showdown averted in New York's Wall Street protests (Reuters)

NEW YORK (Reuters) ? Officials in New York City averted a showdown with anti-Wall Street protesters on Friday when plans to clean up the park they have occupied for the past month were postponed.

Brookfield Office Properties, which manages the publicly accessible park, announced it would delay the cleaning that had been set for early Friday morning. Protesters, who had seen the plan to clean the park as a ploy to evict them, celebrated the decision.

New York Mayor Michael Bloomberg, in his weekly radio address on Friday, said his office was not involved in the decision to postpone plans for the cleanup.

"My understanding is that Brookfield got lots of calls from many elected officials threatening them and saying, 'If you don't stop this, we'll make your life much more difficult,'" said Bloomberg, who added that he did not know which officials had called the company.

There were some arrests, but no widespread disruptions.

"This development has emboldened the movement and sent a clear message that the power of the people has prevailed against Wall Street," Occupy Wall Street said in a statement, estimating more than 3,000 people had gathered in the park.

New York police said they took 14 people into custody when several hundred protesters left the park to march south through the financial district and north toward City Hall.

Protesters are upset that the billions of dollars in U.S. bank bailouts doled out during the recession allowed banks to resume earning huge profits while average Americans got scant relief from high unemployment and job insecurity.

They also argue that the richest 1 percent of Americans do not pay their fair share in taxes.

Many protesters feared the cleaning would be an attempt to shut down the movement that has sparked solidarity protests in other cities. There were plans for global rallies on Saturday in 71 countries, according to Occupy Together and United for Global Change.

RATS AND ROACHES?

In hopes of keeping out cleaning crews, protesters spent much of the night tidying the park themselves, using brooms, mops and buckets to clear away weeks of debris.

"We clean up after ourselves. It's not like there's rats and roaches running around the park," said Bailey Bryant, 28, an employee at a Manhattan bank who visits the camp after work and on weekends.

Brookfield has said conditions at the park were "unsanitary and unsafe," with no toilets and a shortage of garbage cans. Neighbors complained of lewdness, drug use, harassment and offensive odors from the protesters, Brookfield said.

Occupy Wall Street has portrayed Brookfield as part of the financial community that has cost average Americans job security and savings. Brookfield counts Bloomberg's girlfriend Diana Taylor among its board members.

Brookfield has established rules banning camping, which the protesters have been doing since September 17.

New York City Deputy Mayor Cas Holloway said in a statement that Brookfield "believes they can work out an arrangement with the protesters that will ensure the park remains clean, safe, available for public use and that the situation is respectful of residents and businesses downtown..."

In Denver, at least 21 people were arrested on Friday and tents were removed from the Occupy Denver protest after up to 100 demonstrators did not observe a curfew and leave a park by the state capitol.

Girl reunited with 'Daddy Bear' lost on interstate

A symbol of freedom marks the homes of military families across Washington. Inside one of them, a 6-year-old little girl wasn't just missing one family member.

Justice Wadsworth was given a teddy bear when she was little ? a gift from her father who is in the military and currently serving overseas. She calls it "Daddy Bear" and says "it makes her feel like she's cuddling with her daddy."

Two days ago, the family was driving back to Sedro-Woolley along I-90. Justice got sick and alongside the road, in the chaos, the bear got left behind.

When the family got home, Justice's mother realized "Daddy Bear" was nowhere to be found. Christa Wadsworth tells us, "We searched the bedrooms, we called the friend we were staying with. We cried and cried."

The next day Justice's grandma posted about the lost bear on Facebook. The Washington Department of Transportation then put out a tweet saying a bear had been lost near Elk Heights along I-90. Two workers decided to go looking.

Harry Nelson and Terry Kukes found the bear on the shoulder. On their own time, they drove hours Thursday night to surprise Justice. Christa asked Justice if she was excited someone found him. "I was hoping!" Christa says and calls the men amazing. "I can't thank them enough!"

With the real daddy still gone, the one who offers her comfort can continue to fill in. Christa tells us, "I'm so grateful."

What started life as an idea submitted to them, AT&T DriveMode was voted one of the top ideas and as such became a reality thanks to the AT&T Innovation Center. So what exactly is DriveMode?

AT&T DriveMode when enabled provides the option to send calls directly to voicemail, and to send an auto-reply to incoming emails. When the app is turned off, user can view the calls, messages and e-mails as they normally would.

Experimental vaccine protects monkeys from blinding trachoma

ScienceDaily (Oct. 10, 2011) ? An attenuated, or weakened, strain of Chlamydia trachomatis bacteria can be used as a vaccine to prevent or reduce the severity of trachoma, the world's leading cause of infectious blindness, suggest findings from a National Institutes of Health study in monkeys.

"This work is an important milestone in the development of a trachoma vaccine," noted Anthony S. Fauci, M.D., director of the National Institute of Allergy and Infectious Diseases (NIAID) at NIH. "If this approach demonstrates continued success, the implications could be enormous for the tens of millions of people affected by trachoma, a neglected disease of poverty primarily seen in Asia and sub-Saharan Africa."

In their study, published in the Journal of Experimental Medicine online, scientists from NIAID, led by Harlan Caldwell, Ph.D., describe how they tested their vaccine concept in a series of experiments. First they infected six cynomolgus macaques with the strain of C. trachomatis that they had weakened by removing a small piece of DNA. The scientists observed that the monkeys spontaneously cleared the infection within 14 days with no or minimal signs of ocular disease. The animals then were exposed twice more to the weakened strain at four- and eight-week intervals, but the animals still showed no signs of trachoma despite being infected.

According to Dr. Caldwell, this finding is particularly significant because repeated C. trachomatis infections typically lead to more severe eye disease in people. The infected animals did not develop eye disease, and they all mounted robust immune responses.

The same six macaques then were exposed to a highly virulent strain of C. trachomatis as were six other macaques in a control group that had not been vaccinated. Three of the macaques in the vaccine group showed no signs of infection or disease, and the three others showed greatly reduced infection compared with monkeys in the control group. All six macaques in the control group became infected and displayed moderate to severe eye disease that persisted for between two and four months.

Macaques are used in trachoma studies because their immune responses closely predict those of humans. The animals in the study were treated with antibiotics after completion of the experiments, and all recovered completely.

The NIAID researchers are currently exploring how they can move their vaccine into human clinical trials.

If left untreated, prolonged trachoma infection can cause a person's eyelids to fold inward, so that the eyelashes rub the eyeball and scar the cornea. This can result in impaired vision and sometimes blindness. Trachoma is treatable with antibiotics, although in many parts of the world people have limited access to treatment. Currently, there is no vaccine for trachoma. Trachoma experts estimate that approximately 1.3 million people are blind from trachoma, 1.8 million people have low vision as a result of the disease, and an estimated 40 million people have active trachoma. Trachoma is most often spread through direct personal contact, shared towels and other cloths, and flies that have come in contact with the eyes or nose of an infected person.

Chlamydia diseases include sexually transmitted infections, which can result in pelvic inflammatory disease that can cause infertility in women, as well as trachoma. According to the NIAID researchers, findings from this study also could lead to the development of a vaccine against sexually transmitted Chlamydia infections. The Centers for Disease Control and Prevention received more than 1.2 million reports of Chlamydia infections in 2009.

16 zombie actors injured on movie set

Emergency officials say 16 actors dressed as zombies were injured when a platform collapsed during filming of a new movie in the "Resident Evil" series.

Toronto emergency medical spokesman Peter Macintyre says the victims' costumes made it more difficult for crews to assess the severity of their injuries.

Police Constable Wendy Drummond says the victims, who fell some 20 feet, suffered leg and back injuries. All were taken to hospitals but none of the injuries are considered life-threatening.

Cinespace Film Studios did not immediately respond to a request for comment.

"Resident Evil: Retribution" is the fifth installment of a franchise based on the popular video game series. It is not known if lead actress Milla Jovovich was on set at the time of the accident.

Effort to recall Wis. governor to start Nov. 15

(AP) ? An effort to recall Republican Wisconsin Gov. Scott Walker over his contentious union rights law will begin on Nov. 15, meaning an election could be held as early as next spring.

Democratic Party Chairman Mike Tate announced on the party's website Monday that recall petitions will be circulated starting Nov. 15, giving supporters of the effort until Jan. 13 to collect 540,208 signatures.

Walker has become a national hero to many Republicans and conservatives and is a hot ticket on the fundraising and speaking circuit. But he is the top target for unions and Democrats as he became the face of the anti-union movement this year with his proposal that took away nearly all collective bargaining rights from most public workers.

"It has become clearer than ever that the people of Wisconsin ? the traditions and institutions of our great state ? cannot endure any more of Scott Walker's abuses. To preserve Wisconsin, we must begin the recall of Walker as soon as possible," Tate said in a statement on the website.

Two Republican state senators who voted for the law lost recall elections this summer, while four other Republicans and three Democrats survived recalls. The nine elections attracted $44 million in spending from national unions, conservative groups and others.

A group called United Wisconsin is leading the Walker recall effort and has collected pledges from more than 200,000 people to sign recall petitions. The group's founder, Mike Brown of Appleton, did not immediately respond to an email requesting comment Monday night.

The Republican Party of Wisconsin said it welcomed the recall effort.

"Wisconsin school districts and local municipalities have saved millions of taxpayer dollars thanks to the Governor's reforms, and we welcome and encourage a comparison between the positive results we're seeing around the state and the failed policies of the past favored by those seeking a recall," Stephan Thompson, the state Republican Party's executive director, said in a statement.

Tate's statement accused Walker of being "dishonest with the people of Wisconsin" when he ran for governor last year.

"Soon after he took office, he proposed a radical change to state law by trying to take away state workers' rights to collective bargaining which he never mentioned once during the campaign," Tate said. "We cannot sit back and allow Scott Walker to continue to dismantle our education system, run our government as an auxiliary of corporate special interests, put our clean air and water at risk, and ignore an unemployment crisis that his policies exacerbated."

A spokeswoman for the Wisconsin Republican Party said earlier that the party would respond after Tate's announcement.

There have only been two successful gubernatorial recall elections in U.S. history. The first was in 1921 in North Dakota and the only other was when California Gov. Gray Davis was removed from office and replaced by Arnold Schwarzenegger in 2003.

Under Wisconsin law, a recall can't be started until a year after the officeholder was inaugurated. Walker was inaugurated on Jan. 3, which made Nov. 4 the soonest the recall effort could begin.

Once recall backers file the required paperwork to start collecting signatures, they have 60 days to return the 540,208 required to trigger the election. If the effort starts on Nov. 15, the deadline for supporters to turn in petitions would be Jan. 13.

Once signatures are submitted to the Government Accountability Board, it has 31 days to review them. But it will likely seek an extension to review the large number or signatures, similar to one it received this summer for recalls targeting nine state senators.

Legal fights could also delay any election.

If the board certifies the signatures, the recall petition must be held six Tuesdays from that date. If more than two candidates run, that election would be the primary. A general election would be four weeks after that.

No Democrat has announced plans to run against Walker. People mentioned as potential candidates include U.S. Rep. Ron Kind of La Crosse, former U.S. Rep. Dave Obey of Wausau, Assembly Minority Leader Peter Barca of Kenosha, state Sen. Jon Erpenbach of Waunakee, and former Dane County Executive Kathleen Falk.
